Purpose

The job holder will report to Lu’an JV HR Manager.

This position will assist HR manager to lead the C&B function and is responsible for developing C&B strategy, structure and policy, administering payroll process and ensure the compliance with government regulations for Lu’an JV.

Nature and Scope

The AP/ Luan JVCo Syngas Plant is situated at Wangqiao Industry Park, Xiangyuan county, Changzhi city. It will employ approximately 400-500 employees and covers the operation of Gasification, Purification and ASU.

  • The Shell Gasification Facility built on a site of 68510m2, with 5.2 billion RMB capital investment and comprises 4 trains Shell Gasification and 135KV/10KV Substation and 110KV/400V Substation to produce 969444Nm3/h Raw Syngas for customer Synfuel Product, to supply 519t/h qualified MP SH Steam to Headquarter at the same time.

  • The Purification Facility built on a site of 73840m2, with 1.96 billion RMB capital investment and comprises 2 trains to produce 727600Nm3/h (H2/CO) for Synfuel Product, 155590Nm3/h (CO2) for pulverized coal transport and Rich H2S Fraction for customer recovery to solid Sulfur Product, to supply 1441t/h qualified BFW to customer at the same time.

PRINCIPAL ACCOUNTABILITIES

  • Assist HR manager to create JV culture;

  • Assist HR manager to design JV employee handbook;

  • Work with HR manager to design JV salary structure and benefits policies;

  • Work with HR manager to develop performance management and employee development system;

  • Implement annual salary survey and analysis;

  • Develop JE process;

  • Salary adjustment proposal;

  • Set up JV recognition awards system;

  • Administer and optimize payroll process;

  • Management related vendors, including FESCO, commercial insurance vendor etc.;

  • Track government regulations relating to employment, social security, pension, housing, employee relations, IIT and others;

  • Handle involuntary termination cases;

  • Handle employee relations cases;

  • Assist HR manager to conduct employee communication.

JOB REQUIREMENTS

  • Bachelor’s degree, major in HR, Business Administration or related;

  • At least 5 years HR experience with minimum 3 years in C&B function in MNC company;

  • Fluent English;

  • Good communication, consulting, and presentation skills;

  • Positive work attitude with attention to detail;

  • Mature personality.
